Can Any Physician Write a Contact Lens Prescription or Can It Only Be Written by an Opthomologist?
I would assume any physician can write it as I know any physician can write a presciption for any drug even if it is not within the scope of their specialty.

An MD can do anything he wants.
He is not likely to write an Rx if he has only limited knowledge of the subject.
It can only be written by some one who is trained to fit you with contact lenses. This means that an optician, optometrist or ophthalmologist are the only people who are qualified to do so
