No, I have perfect vision and got some for $30 online. Try http://www.eyesbright.com or http://www.worldcolorcontacts.com, they are even cheaper here. I didn’t get mine from either of these sites. Mine are very subtle and I wished I had got ones more dramatic. These sights look better. Good luck!
You can just buy them. Prescriptions are only for corrective lenses.
I believe you would still have to get them prescribed by an eye doctor, because they have to be the correct fit (yes they come in different sizes) and you have to make sure your eye reacts okay to the lens.
