mostly by buying them. you can paint normal ones though i wouldnt reccomend it

Go to your optometrist or a place that sells glasses and they usually sell colored contacts…and they have some that don’t have prescription. When your are buying them they have a pallet of colors.Also, yes they can make your eyes look hazel.
